Any time the ownership of a motor vehicle is transferred from one party to another (e.g. a sale), the Certificate of Title must be assigned and given to the new owner at the time of delivery of the vehicle along with any supporting documentation required by law or by Registry of Motor Vehicles administrative policy.
A vehicle that has outstanding liens may not be transferred until the lien is satisfied.
