Out-of-State Conversion of a Driver’s Education Certificate

A customer can convert an out-of-state driver's education certificate if it indicates at least 30 hours of live classroom training, 12 hours of behind-the-wheel training, six hours of in-car observation, and a two hour driver’s education class attended by his/her parent or guardian.

 

The Registrar will not accept a driver’s education certificate from a state that does not meet or exceed the number of hours of classroom and in-vehicle instruction required of Massachusetts residents.

 

To convert an out-of-state driver’s education certificate to a Massachusetts driver’s education certificate, a customer can get an Application to Convert Out-of-State Driver Education Certificate from the Registry of Motor Vehicles website or from any RMV Full Service Center.

 

Before submitting an Application to Convert Out-of-State Driver Education Certificate, the customer must do all of the following:

1.  Take and pass a learner’s permit exam administered at an RMV Service Center.

2.  If the out-of-state certificate was not issued by a state agency, the customer must provide documentation on state letterhead from the appropriate agency indicating that the certificate was issued by a recognized driver’s education program and listing the minimum requirements for successful completion of that program.

 

If the out-of-state driver’s education program qualifies, the customer's new Massachusetts driver’s education certificate will be mailed to him/her within two weeks of receipt of his/her out-of-state certificate. If the out-of-state driver’s education program does not qualify, the customer’s out-of-state certificate will be returned to him/her, along with a letter denying his/her application.

A junior operator under the age of 18 converting a Class M or Class DM license must show proof that a motorcycle safety course approved by the Motorcycle Safety Foundation has been successfully completed.

A customer is not eligible to convert his/her Class M or Class DM license without the successful completion of this course.
