This section provides the Registry of Motor Vehicles’ current external systems verification policy.
Before receiving a permit/license/ID card, a customer will go through a background check to make sure he/she has no outstanding obligations due to another state that would prevent him/her from getting a Massachusetts permit/license/ID card. Examples of outstanding obligations include, but are not limited to, unpaid parking tickets and excise taxes.
All license/permit/ID card applications will be processed through external systems to verify the status of a customer’s privileges in other jurisdictions.
The Registry of Motor Vehicles must submit an inquiry to both the National Driver Register and the Commercial Driver's License Information System for each customer applying for, or renewing, a permit/license.

The Child Support Enforcement law, Massachusetts General Laws, Chapter 119A, Section 16 (2) requires the Registry of Motor Vehicles to collect and maintain certain information including the name, date of birth, address, and Social Security number for each customer applying for a permit/license/ID card and for each customer to whom a permit/license/ID card is granted or renewed.
